generate-serializers.py is quadratic in the number of types

should_decode_ref() is called for every member of every serialized type and
scanned the whole list of serialized types each time: about 6,700 members times
1,400 types, 8.7 million lookups and 83% of the run. Build the name lookup once
per list instead. Generating WebKit's serializers takes 1.06 s instead of 3.9 s,
with byte-identical output.
