[Image Redux] Remove Image::hasRelativeWidth() and Image::hasRelativeHeight()

Reviewed by Darin Adler.
No subclass of WebCore::Image overrides hasRelativeWidth() or
hasRelativeHeight() any more so both always return
false. Remove them and update the callers.
