Log Message:
-----------
WebCodecs AV1 encoder accepts 10-bit, 12-bit, monochrome and 4:4:4/4:2:2
codec strings but always encodes 8-bit 4:2:0

Reviewed by Youenn Fablet.
WebCodecsVideoEncoder accepted any codec string starting with "av01.0", and on
Cocoa the encoder
is libwebrtc's libaom wrapper, which sets an 8-bit input depth and is built
without
CONFIG_AV1_HIGHBITDEPTH. Codec strings requesting 10-bit, 12-bit, monochrome or
non-4:2:0 chroma
were reported as supported and produced an 8-bit 4:2:0 stream.
VideoEncoder::createLocalEncoder() now parses AV1 codec strings with
parseAV1CodecParameters() and
fails to create the libwebrtc encoder unless they describe 8-bit 4:2:0, so
isConfigSupported()
reports them as unsupported and configure() fails. The GStreamer encoder is
unchanged.

(WebCore::VideoEncoder::createLocalEncoder): Reject AV1 codec strings that are
not 8-bit 4:2:0.
