flaky failure

The test sometimes logged a stale window size because innerWidth and
innerHeight are
derived from the unobscured content rect, which arrives in a visible content
rect update
separate from the presentation update the test waited for.
Wait for the window size to reach the expected value after each view scale
change.
Also make the test agnostic of the device it runs on by comparing sizes against
those
measured at the default view scale instead of dumping absolute sizes.
