[CMake] WebInspectorUI.framework has no Info.plist on macOS

322735@main set MACOSX_FRAMEWORK_INFO_PLIST on WebInspectorUIFramework, but
CMake only honors it for
FRAMEWORK targets, and this one assembled its bundle by hand. Without an
Info.plist, NSBundle can't find
com.apple.WebInspectorUI, and every inspector test asserts in
WKInspectorResourceURLSchemeHandler.
Make it a FRAMEWORK target, so CMake creates the bundle layout and the
Info.plist, using WebInspectorUI's
own template.
