Move DisplayBufferDisplayDelegate into its own header

Move DisplayBufferFence and DisplayBufferDisplayDelegate out of
RemoteGraphicsContextGLProxyCocoa.mm so that other display buffer owners,
such as 2D canvas image buffers, can use them.
No change in behavior.
