[run-benchmark] Cleanup MotionMark plan variants for embedded devices

Drop the MotionMark 1.3 60FPS and MotionMark 1.3.1 15FPS patches, that
we no longer need.
Adapt the 30FPS plan to stop dropping every 2nd rAF callback, but
instead rely on changing the display refresh rate to 30 Hz in our
testing infra -- this allows us to run the same vanilla plan, w/o any
modifications to the rAF() cadence across browsers.
The motionmark1.3-15fps plan is now only intended to run on 30 Hz
displays: it processes only every 2nd rAF callback to reach 15 FPS,
and we still use it for the WPE Legacy API, which does not work reliable
on 30 Hz configurations - but works ok with the 15FPS plan + dropping
every 2nd rAF() callback - so stick to that as a temporary solution
until we can drop the legacy API alltogether.
