[GTK] WebKitWebExtensionContext Base URI didn't correctly update with setter

Reviewed by Patrick Griffis.
Fix some asserts within the setter to ensure a well-formatted base URI didn't
fail,
as well as adjust getters for base, options, and override new tab page URIs to
update
whenever the base URI changes.
Added a test to catch these cases in the future.
