Allow noexcept Swift IPC handlers

Reviewed by Richard Robinson.
The newer Swift compiler marks the C++ wrappers it generates for Swift methods
noexcept. As a result, IPC::MethodSignatureValidation no longer matches Swift
IPC receivers such as WebBackForwardListWeakRef::dispatch*. This adds noexcept
and const noexcept versions that pass through to the existing ones.
