[Site Isolation][macOS] Only one of several same-site iframes updates its
controls when the window's active state changes

Same-site iframes of a cross-site page share a process as separate root frames,
but only one of them had its control
tints updated when the window became active or inactive. Update control tints
in every root frame view.
