The Login page looks like this:
If you click the <register> link, it takes you to https://webkit.org/auth/wregister <https://webkit.org/auth/wregister>. I’m not sure what “not used for registration this year means”; but what I mean is that this link is present on the page, and clicking it loads an error page.
