I don't mind adding a keyword. But I'm not found of the word "meta" for this purpose. Something like "IsBugCollection" might be more in keeping with our other keywords.

It would be fine to mark a bug that's a collection of other bugs as such, but why is a keyword helpful for this? Will we use this keyword to create queries?

In OS X, the term "master bug" is often used. Another possibility would be "tracking bug". I think TrackingBug or MasterBug would be ok, but are probably unnecessary for reasons stated. A "MASTER:" prefix in the title might be sufficient. We are trying to be careful and not overdo the keywords, so we keep a small useful set.
