I was just being cautious, as in “the csv down>upload could work, if you use 
settings I don’t know about, or in some favorable cases…” ;-)
I have full confidence in the PO down>upload, I use it a lot, but other than 
this…
I haven’t really played with xliff either.
I’m sure Michal can tell you more about the current state of the down>upload 
formats.

Yes, after some fidling with download / upload, it seems  .PO is actually the 
only format that works. XLIFF and XLIFF v1.2 fails too. Can you elaborate what 
you mean by "it might require extra config care w/r/t PO" ? I didn't understand 
you.
I could reproduce problem also using online demo.

Hello,

We are starting to use weblate and we have an issue with the translation 
download / upload.

Some of our translation subcontractor require that we send CSV to translate and 
send back translation afterward, they just don't even want to register on 
weblate.

We did the following operation:
go to a component, in french (untranslated)
file -> download translation
update the target column in CSV file with some translation
file -> upload translation, choose the CSV

we get "Processed 603 strings from the uploaded files (skipped: 0, not found: 
0, updated: 0)."

Here is an extract of what the CSV looks like, you can see that first line was 
translated but it's not uploaded:
