I wonder what's the basic strategy on creating a page layout.
Let's say you know that you'll have a page with a basic layout like
this:
-------------------------
     Header
-------------------------
M |
e  |
n  |    Main
u  |
-----------------------
Footer
-----------------------

Now we will start thinking of making widgets each for each block:
Header widget, Menu widget etc.
How can we create empty widgets which will fill out their designated
spaces?
I mean what's the steps involved in first making an empty page layout
(with empy widgets)? Is it completely on the CSS side?
Then, when we are satisfied with the layout we may start filling out
the widgets with content.
