Do the header and footer need to be widgets? (iow, how dynamic do they need

In any case, you have many options here! Check out  render-page for the most
control, or use render-header or render-page-body.. and of course, you have
:before and :after methods. All these are best imho for more static content.

Now we will start thinking of making widgets each for each block:

Ah, the $10,000 webdev question. :-) I would strongly suggest using
something like YUI Grids CSS or google  "CSS grid layout" -- never use
floats if you can avoid it, that way lies madness.

Otherwise you could specify the css inline, I personally prefer writing say
:style "width:600px" etc. in the render-widget-body.

Weblocks side you just use a composite with 3 widgets.
