That depends on which version of WO. The very latest appears to
be free as in beer. Of course, it is handy to have a Mac to
extract the files from the .dmg :-)

YES Developer licence is for development (bundled with Tiger),
deployment licence is for deployment (bundled with Tiger Server).

There is no distinction. ALL cases of deployment need a deployment
licence. Either buy Tiger Server for $499, buy an XServe $2999,
or buy
WO 5.2 for $699.
