Is this after a reboot? I think I saw this once where the first instances got blocked starting up (waiting for some service? I don't recall). WO thought they died so started up a second set. Then the first set got unblocked, launched, and the second set died as the port was in use.


I can't reproduce it, hopefully. I re-did the SiteConfig, started from scratch. This happened after I added 15 more instances to get 30 instances per node (there are 5 nodes). The allowed time for an instance to come up was 30 sec. Phased startup was also not enabled. I'm guessing 30 sec. is too short for 30 instances all at once and they all appeared not to respond. Probably due to the high load when all instances start up at the same time.

So, allowed to time to start up is 60 sec. and phased startup is now turned on. Seems to work at the moment.
