They do!  You're just not recognizing the names, and they don't always use
their Apple email addresses.  Remember, these mailing lists are primarily
for developer-to-developer contact.  Any responses you get from Apple are an
added bonus.

I think the key here is just what you said: things are getting better.  If
you have specific suggestions, feature requests, or documentation ideas,
file them at bugreport.apple.com.  There's also a feedback email alias in
the Xcode Release Notes, for more general comments.
