The WOForm wasn't loaded at the time I looked for it.

I needed to add the <onLoad> binding to <WOBody>, and have it call thru the test:

        function canIcallUpdate()
                if ( document.forms['transactionForm'] != null)
                        updateSubCats();

For setting the <selectedIndex> within the JavaScript for the SubCategory popup I used a WOHiddenfield and in the JS did:

subCategoryPopup.selectedIndex = document.forms ['transactionForm'].hiddenSubCatIndex.value;

hello Art, thanks for your response, the below succeeds,
alert('updateSubCats-> ' + document.forms['transactionForm'].elements ['getCat'].value );
but this fails,
        alert('updateSubCats-> ' + document.transactionForm.getCat.value );
this succeeds,
subCategoryPopup.selectedIndex = document.forms['transactionForm']. getCat.value;
