The numbers will always be wrong. There is a great difference between "we would spend xy dollars for this or that" and the actual process of spending the money.
As a developer, I'd never bet anything on these numbers and start programming a WO Builder replacement. Perhaps I would if I had the time and the personal need and THINK that others might need that too. And that's it.
I saw numbers years ago, where some psychologist compared the numbers between "I would spent xy dollars on this and that" and when the situation really came, it was not even 25% of the persons who "would spend the money" ... Can't remember where it was, but it was years, if not a decade ago - but humans don't really change in that respect.
