Editing the ant.frameworks.wo.wosystemroot file directly (instead of relying on the Framework Config window) to add the missing JavaWOExtensions library worked! Would have never figured that out on my own, especially when the Config window showed it as included.

Carefully look at App.woa/Contents/MacOS/MacOSClassPath.txt

Other than the stuff in /Library/Java/Extensions, /Library/ WebObjects/Extensions, and App.woa/Contents/Extensions, that file should indicate everything the app has access to to.
