How is that different from putting the jars in svn or in a framework in svn (or your source control of choice)? If you are going to make local copies (and I do), then as simple a format as possible makes sense to me.

I confess this is something that initially frustrated me with maven. It is possible to put keep them with your framework (as a custom repo with a file path). It's just discouraged.
