project frameworks are binary frameworks that are actually embedded inside your project inside the Project Framework folder, specified in your WOLips prefs for the project.

The same is still true as has always been the case, you _must_ have compiled versions of all frameworks on your build path and they must be in the system, local, user or network path - usually this will mean in /System/Library/Frameworks or /Library/Frameworks.
