Since he says it "looks fine" I'm guessing his images and css are showing up 
correctly. Maybe his browser is just convinced that a .js file or two are 
missing. Clearing the cache may help. Otherwise maybe the new config is broken 
is a way that only keeps .js files from being served...

Just random speculation here...
