Yeah, I moved the WSR to the Library/WebServer/Documents/WebObjects/ folder, 
prior to all this, and the app looks fine.  The css just doesn't work when I 
click the admin link to open the D2W page.  So apparently the skin WSR isn't in 
the main bundle for the split created when I did Ant Build...  Not sure if it 
is supposed to, but I assumed so as it's a dependent local framework, right?
