I don’t see where you answered the question, “Is this OS X client, or OS X 
server”. I have the feeling you are editing the configuration file for the 
running apache.

or, is this a client that you promoted to server? and you are editing the wrong 
conf file.

on OS X client the path to the conf file is:  /etc/apache2

on OS X server the path to the conf file is:  /Library/Server/Web/Config/
the ReadMe.txt is very important
