It should be a runtime property to the WOApplication ( Run -> Run 
Configurations ... -> WOApplication -> YourApplication -> WO [tab] -> 
-WOAdaptorURL = "http://10.1.12.138/cgi-bin/WebObjects";

The rest should be manhandled automagically....
