Have you checked permissions on the server? I use rsync to transfer my builds to production and I’ve recently noticed that new folders will get
rwxr-xr-- permissions. If it isn't rwxr-xr-x then the web server doesn’t have permission to enter the directory. I’d check starting at the file all the way back up to / just to be sure.
