Here is what has worked with a new 10.11.4 install:

WebObjects:   
        OS X does not permit WO installation in /System/Library anymore.  
Install with WOInstaller. Instructions can be found here.

Eclipse:
        Mars (4.5.2). Download from here:  https://eclipse.org/downloads/
                
Java:

        7       Download from here.  A link to binaries is at the bottom of the 
github link below.

WOLips

http://jenkins.wocommunity.org/job/WOLips44/lastSuccessfulBuild/artifact/temp/dist/
                Update wolips.properties accordingly (WebObjects location etc.)

This combination has worked for us - so far.  :-)
