I think there are very few scenarios in which a consistent look and
feel shouldn't be enforced.

Having consistent navigation for project and community info pages
makes it easy for people to find information and makes the overall
community feel more cohesive.

There should be places where folks can have "free reign," but I think
those specific areas should be identified.

I think SSO is an absolute necessity. I already have hundreds of
logins to remember (no joke!) and I really don't need any extra ones.
I don't think it will be that difficult to implement given proper
planning.
