Apart from Accept/Reject, I believe the third option that has always
been available is for the mails to go into moderation queue when
submitted by a non-member. The downside is that the list admin will
have additional work.
If the assumption that most of the traffic is from members & that from
non-members are one off cases is true, then it shouldn't be an issue.
