Please don't spend any time working on that - "leaders" only exist
as a bug in the web application, which should say "editors" instead,
since the ability to edit a project or community group's web pages
is unrelated to any sort of leadership role.
Mail such as the one you sent should go to a list of the facilitators
for each community group, which is a much smaller and different set of
people than those the web app calls "leaders".
