FYI, my team is working multiple data center moves and other projects
related to Oracle's acquisition of Sun so no one will be available to
start considering implementation of the new constitution until at least
August 2010.

He still has Participant status which started at 02/04/2009. so that needs
closing off before he can be given Leader status. What date do you want him
to be a Leader from? I'll terminate his Participant status the day before,
then give him leader status from the date you require.
