Fiestly you are mixing up Community Group and Electoral roles - Leader is a CG role, C and CC are Electoral roles.

Secondly, the last OGB asked us to automate the process of granting Contributor status when Core Contributor status expired or was terminated and that's exactly what happens - there's a daily job that automatically gives C status to any expiring CCs.
