You shouldn't expect to see this in happy Bugzilla installations, but it isn't unusual for administrators to experience these problems while setting up Bugzilla (or if they mess up the MTA settings...). https://defect.opensolaris.org/bz/editparams.cgi?section=mta#sendmailnow is a param which relates to this.
