and with this, it indicates that the former probably never finishes :).
You shouldn't expect to see this in happy Bugzilla installations, but
it isn't unusual for administrators to experience these problems while
setting up Bugzilla (or if they mess up the MTA settings...).

This was exactly the problem. How did you guess? :-)
We learned our lesson and fixed the setup so mail is working now and
won't be an issue the next time we have network issues.
I'm aware that Bill has already commented, but I'm adding this for
future readers.
