IMHO, the mailing list is a quite suitable place to start the discussion, and I know that Michael is also working on the website team's wiki pages to lay out information there, too. The process needs a combination of the two media, and Michael's well aware of that. And alterations and changes to the libreoffice.org website's IA are a perfectly valid subject for the website team to discuss. So I don't really see any problem myself.
