I fully agree with Christian, an issue-tracker has invaluable features
like VERIFIED, ASSIGNED TO or CLOSED (!) but still is kind of a mixed
blessing for some reasons (impression based on experiences):

- topics still should be raised/mentioned on a list for matters of
communication and transparency

- not everybody is going to use the tracker

- we will have to use two systems

Looking forward to reading your proposal for a desireable habits change,
