Yes, correct, you have to translate them for every website. Websites are 
defined as projects in Zanata, and the platform is not able to cross check 
between projects if the exact same string is in some other place too. Also, I 
think the context in translations is important, so it is probably the best how 
it is now.
You are thinking just about headers or links, but what about a simple string 
within a more complex context? What if Zanata would add the translation for any 
string it is finding, without caring about the context?
I'm closing this a won't fix, or better can't fix, because it is not in our 
hands to make any changes here.
