Let's back up just a bit ;) Why is this particular sequence of 
timestamps needed?

I understand that configure needs to be touched so that it is newer than 
the tarball. The other stuff is a mystery to me.

Why do I care? The "sleep 5" is always going to be confusing to people 
who read the Makefile, and it just might hold up integration at the last 
stage.
