There is a group of about 30 senators that take turns introducing amendments to the stimulus package all of which would favor breaks etc for the upper income people and eliminating the middle class....
All of these amendments violate some part of the budget laws...so each one is voted on to waive the rules....They have all been defeated and the amendment dies......
