One only needs to have a Social Worker, and then things go much more smoothly.
All that I can tell You is that at one time I needed to try to get on food-stamps, waited there from 8:00AM-4:30PM, at which time they told me that they couldn't help me that day,......because,...they didn't have a TRANSLATOR-!-!.........and that 'maybe' they'd have one the next day.
