I know that my host is friendly enough.
He has Zope installed and will give access if you request it, you get
shell account and the ability to run processes of your own there
(assuming you don't overload the machine), they will even install things
that you need if you request nicely and they won't interfere with the
rest of their users. They've installed for me Python and it's database
interface for PostgreSQL, pretty accomodating.
