The whole domain name registration system lends itself to scams on the part of
registrars. If a domain name expires, don't expect it to become available
again; instead, it exists in a zombie-like state while the registrar in
question hangs on to the possibility that the "owner" might pay the next
invoice, all under the pretence that it's "more efficient" to perform "bulk
deletion" of domains (Network Solutions' excuse). Meanwhile, certain "domain
watching" services (not exactly unconnected to the registrars) charge a
premium for advance registration of domains, and I believe it to be very
likely that such services merely act as auction houses in these artificial,
closed markets, milking the punters for all they can - if you're desperate to
get a domain, where else can you go?
