Why? is there a replacement? I understand it was never finished, but surely there is a large need for it...I'm really hoping I don't have to write all that functionality myself.

It's not included simply because it's not actively used. Certainly something would be nice, but UserKit just distracts newcomers.

I removed all tabs, replacing them with 4 spaces.

Halleluia and praise be! Personally I think tabvs are fine, but only if I use them everywhere, and most of the Python community does not. I'm always having problems with WebKIt for this reason. Mixing tabs and spaces was always a very bad idea. I kind of wish Guido would just depricate tabas altogether and have done with it!

Guido has actually talked about disallowing tabs for Python 3.0 (which is still a ways off, but not incredibly far off).

It's nice to see WebWare moving forward..Is anyone else involved in
this? or is it your personal vision?

I don't know that it's my personal "vision" per se, but it's an experiment that I've so far just done on my own. While it's a significant divergence of the codebase, I don't want it to be a fork, and I want to include other people in its continued development.
