Dan, I agree with Paula. Focus on positive aspects of HIPAA:
HIPAA encourages physicians to communicate with each other for treatment purposes without needing the multitude of consents and authorizations that may have been needed in the past. Though, be a little cautious here, and provide some "howevers" in terms of SAMSA & HIV/AIDS regulations, and any Indiana laws that may pre-empt HIPAA. HIPAA stresses "reasonableness" and "scalability", for example, incidental disclosures are permitted, as long as policies and procedures are in place to keep them at a minimum. Provide some examples of "incidental disclosures" versus "privacy breaches". HIPAA promotes the use of electronic communications (cell phones, PDAs, computers, e-mail) so long as "reasonable" security methods are followed. I hope that this helps.
