David, No, that is not the case. CMS does not require providers to be certified by Claredi. What CMS did was to require its own carriers and intermediaries to be certified by Claredi for some of the transactions, but they are not requiring that everybody else do the same. CMS did not do this because of some legal requirement, but as due diligence for the implementation of the HIPAA transactions by the Medicare Contractors (Carriers, Intermediaries, and DMERCS). During the process both CMS and Claredi identified a number of discrepancies and differences of interpretation on the transactions.
