I think approaching this from the CE viewpoint is a good one.  As for
the survey, while a good idea I doubt the group has resources for it and
by the time we build consensus on it, we could be past the deadline for
compliance.  Unless you were also volunteering ;)

As a basis to continue the discussion on "Validation or Certification" -
might I suggest that rather than begin with the 'assumptions' of the
Vendors in the market place that the group take upon itself to conduct a
survey of 'providers'.  These are ones heavily impacted by the changes
in 'filing claims' which translates to 'their livelihood and income'.
If a properly worded survey was to be created that obtained a
cross-section perception of what the 'provider' feels holding a
'certification' or 'validation' means this then can become the
foundation upon which to begin the discussion.  From this survey,
requirements should quickly surface as to what the 'provider' perceives
as 'required outcome' when he or she arrives at a point of
'certification' or 'validation'.  If the provider perceives one thing
and the 'vendor' another than no matter how much effort is put forth the
end is 'unpleasant' at best.
