Believe it or not, I am not "govtinformant" - though her prose is
well-written and her logic irrefutable.

Nonetheless, I am disturbed by the postings to WEDI listserves from
people who hide behind a cloak of anonymity.   It's hard to tell what's
going on behind the "hotmail" and "Yahoo!" e-mail IDs.  Though hardly
cyber-terrorism, this anonymity only contributes to HIPAA hysteria -
and it is unprofessional and unseemly in a public standards setting
organization.

Would it be too much to ask of folks to use their full names, along with
their company or organization affiliations when they proffer opinions?

Where in the Implementation Guides does it say: "Feel free to use dummy
data to populate required elements."  If the element is required, and
there is a description of the data that should be contained
there.....why would you populate it with anything else?  Why would you
think that you can?

Otherwise why would anyone change the format that they are currently
submitting?  With your use of dummy data you can create a compliant
claim from anything, right?  Or is there a limit on the amount of dummy
data allowed?

Watch out! I hear the HIPAA police knocking on your door.

Isn't it the job of clearinghouses to fix these issues?

A compliant transaction will use dummy or default values in order to
achieve compliance. Yes, this is the plan for numberous BCBS across the
U.S., including several of our clients.
