Marcallee, I have repeatedly expressed a serious concern about this effort. Having common "edits" for the implementation guides is NOT what the SNIP white paper recommended, and could raise very serious antitrust issues, especially with a group of competitors getting together for this purpose.
What the SNIP paper recommends is that a group be formed "to ensure the consistent interpretation of the Implementation Guide rules and the consistent rollout of those rules" which is a different thing. It is one thing to define what the interpretation of the guides should be, and a very different thing to share the code that applies this interpretation. Of course, if the code that applies the interpretation was put in the public domain for everybody to use, it would be different. But I have not seen anywhere that the intention is to put the source code in the public domain. And, let's not forget that AFTER the SNIP white paper made this recommendation, HHS let the industry know that they consider X12 as the entity that should be clarifying the interpretation of the implementation guides.
